More than 30 years ago, Congress, with broad bipartisan support, created a new “tech transfer” system that led to an explosion in U.S.-driven scientific, technological, and medical breakthroughs. A proposed Commerce Department rule, while well-intentioned, risks the technology transfer bridge between public, academic, and private sector R&D at the expense of progress crucial to U.S. and global health, security, and prosperity.
